Repair Points for Axis is still extremely slow

If I recall correctly, the allies can repair destroyed points in 2 seconds. The Axis still have the old time which the SAS can abuse.

It was changed only for units that are intended to be focused on repairs, so US Engineers, Combat Engineers, Pioneers, CW Sappers and RE sappers, WM Pioneers, PE Luft Pios, Assault Pios, PGrens. So e.g. Assault Grens or Schwimwagen can repair the points but still do so at the old, slower rate.
