5.29 Beta Command vehicle veterancy

Tested the US command vehicle. So far its pretty. However it does not get veterancy from its surrounding units like normal command units do and like the CW command Tank does. Probably the same is true for the axis command tank.
Build more AA Walderschmidt

Will be fixed for both US and WM.
