[BETA] CW Royal Arty Doc 25 pounders overwatch ability cooldowns

CW Arty Doc 25 pounder emplaced version have cooldown for any other barage when in overwatch mode. Thats how it should be i guess. VS 25 pounder "naked" version, where you can use any other barage instantly, when in overwatch mode.
