Broken Graphics

I have tried following the suggest graphics settings however I am getting unplayable graphics glitches with the game. If I switch the game to high shaders vs ultra I get these horizontal distortions. However if I play it on ultra the units move in slow motion like an old film. How do I fix this?

Edit:So I just noticed they don't appear on the screen shots.

Edit 2: So I noticed the lag issue only happens on the map "Commanders Rift". Lyon 2 man does not have this issue. So I guess I won't play that map.

Never put your shaders in ultra, do you have coh and steam on the same disc?

Yes. Game would not start otherwise.

The game will not run without them at ultra. Even at the main menu I get the distortions. I can try and get a video of it shortly if you wish.
