Can anyone explain me the difference between a vehicle veterancy and the vehicle commander veterancy?

Vehicle veterancy are the veterancy steps (and bonuses) that the vehicle gets for eliminating opponent's units and buildings - Light vehicles have 3 Vet steps, tanks have 5.
Once the vehicle is destroyed, the Veterancy is lost.

Vehicle commander is an infantry man that each faction can build. It is a single man (quite expensive) than cen be send into most vehicles and take the role of "Vehicle commander". Once this man is inside a vehicle the vehicle gets some bonuse just for the fact that it has an "assigned" commander. More over the commander gets experience for every kill that the vehicle he's in scores and can get up to 3 Vet steps - with each step the bonuses he provides for the vehicle increase. Also if the vehicle gets destroyed the Vehicle commander often survives and keeps the Veterancy he gained. If you manage to retreat him to safety before opponent kills him, you can assign the commander to another vehicle - that means that the vehicle (even if it has no veterancy of its own) will be more combat efficient from the start.

Vehicle veterancy differs based on type of vehicle, iirc Vehicle commanders give bonuses to penetration, damage, sight radius, accuracy and make the vehicle harder to hit.

Hope that helped :)
