CW Off Map artillery

I noticed that my CW off map artillery fails to operate in Axis held territory, I cannot drop my Arty spotter in to Axis territory and when he moves into axis territory there is no direct fire?

This is intended. The thing is that when you drop a spotter at a position where he would be hidden, the drop itself is also hidden. Therefore you would be able to simply let recons drop behind enemy lines without having to bring him there by avoiding enemy units etc.

What do you mean exactly?
