Doesn't affect any vehicles that I could notice.

It makes Panzer F go from 390 mp and 60 fuel to 360 mp and 35 or 45 fuel irrc.

Should decrease every Panzer IV variant no matter which one.

It actually should.

Panzer III however is not a panzer iv

It lowers the cost of:
PIV H by 25MP 10F
PIV F2 by 30MP 5F

The PIII isn't a PIV so it doesn't affect them but PIII is already 390MP 40F so it would become cheaper than halftracks. BK doc also has access to PIV J and that one is not affected either because it already is a "massproduced" version of PIV H and just as the PIII it would also become cheaper than some halftracks.
