sniper unavailable for US inf doc

I notice a bug where the sniper becomes unavailable after purchasing an observer. there is also no limit to observers if that may be causing the issue. I've had this happen as the inf doc and armour do. playing on the latest beta if that may be the cause.

If that's the case then i don't think spotter limit is related.
