[5.2.0] Rebuild HQ Reinforcement Troops bug

If you use your last remaining engineer/pioneer squad to capture a heavy weapon or AT gun and your HQ is destroyed, there is no option given to call in a reinforcement for pio or engi squad to rebuild HQ until that former engineer squad dies.
