I believe it is due to UI bug as Panther is in the same slot. Please keep it in the doc though; it's a good fit :p

It is now a reward unit that can be swapped out with the stuh42 for blitz doc

Constatino is right - even if you have StuPa as your active unit you still cannot build it in the Heavy Factory because both Panthers are now availble and the "A" version now shares slot with StuPa. It's been reported and will be fixed.
