After Weapons training unlock from doctrine tree, it gives an ability to arm the squad with 2 Brens, however they have no cost, is it intentional or a bug?

intentional. In the past brens were given automatically to sten commandos after certain doc unlock. But brens were given to enfield commandos available after an unlock but for free. Its just made that way to allow players to be flexible in weapon choices without weakening the effects of the commando unlocks. The sten commandos got the thompson as upgrade which fit better there than bren lmgs.
