This improvement doesn't give the described pop cap bonus.

This was reported before.. but I think that later we came to realize that actually it's not really a bug... Cuz if u will play without popcap or as 150, 250 and also 200 popcap modes; then definitely this unlock won't provide u any more popcap since that there is basically a limit for it!
However that I believe it should be working fine with the 225 popcap as well as with the VP control modes.
