Cant move at-guns/nebels sometimes, but sometimes moves when unmanned [v5.1.4]

Sometimes when I try to move something like an at gun or nebel, it wont move. dudes try to move it, sometimes re-position it, but never move. It can be captured or produced. Camo'd or not. I can move it before then one time try to move it and its stuck for good.
One time, i put a lot of effort into capturing a nebelwerfer, but soon as captured, my ex riflesquaders could not move it. Soon they were attacked and i was frantically ordering it to move. Funny enough, soon as they died, the unmanned nebel started drifting(and dragging the corpse of the last rifleman that manned it) in the direction I past ordered it to move before stopping (i dont remember if that was the pos i ordered it to move, but its in the same vector) .
