There is no language options in COH, if you buy your game in US you will have the game in English, if you buy your game in Spain you will have your game in Spanish.

Thats not entirely true, you can usually change your language by right clicking coh on steam, properties, language.
Other method is by replacing locale files with ones from language you want.
