I normally play vs normal.
I'm wondering - if I play vs expert, are the AI units *tougher*, or is it just that the AI has more resources while his units are unchanged?
What are the differences between difficulty levels?

The harder AI, the more cheat res it receives

Harder difficulties are not really "smarter", they get their resource income multiplied and so they can spam lots of units.

Are the AI units tougher - more health, stronger guns, etc - as the difficulty levels rise above normal?

No, stats are not changed. The only thing is that when AI has shitload of res it can spam abilities like for example AP ammo or smoke. That makes them technicaly better, but in standard way.

No, they are still the same, the only difference is in the resource income which allows to AI overwhelm you with more units than you can build.

I'm very, very, very glad difficulty is implemented in this way.
I can start playing on hard now.
I held back because I hate playing when AI units are tougher and inflict more damage. That approach leads to a very different type of advantage and I don't like it at all.
