Wrong Folder?

Hi, downloaded steam and COH new steam version onto a new lap top, then downloaded CoH Blitkreig 4.6.0.0 full version. Went to check it was working and I receive:
"Launcher needs to be in COH (relaunch new steam version) root folder with Blitzkreig 4.8.0.0 or later installed already"
thought I had done this but obviously not, any help, advice appreciated.
