Terror doctrine Grenadier-flamethrower

I have been out of the update loop for a while and recently updated to 4.8.8.0. My question is; The doctrine unlock for incendiary weapons states that grenadiers unlock the ability to use/purchase the flamethrower, was that upgrade removed and the unlock description ignored or were you never able to get the flamethrower in the first place? My memory is a little fuzzy.
