You can't call off-map arty in someone's base, so why can people call airstrikes? Panzerknackers, bombing runs?

I guess it's because planes, unlike artillery, can be avoided by shooting them down which admittedly is not very reliable, even if you build additional AA. AA in general is very dicey, ranging from creating no go zones to absolutely failing to shoot down a single plane.
