Both have chance in 1v1, but tiger have much more abilities like longshot, anti infantry granades, flank speed, smoke etc.
parshing ace have access to speed fire, but until it will enter this mode tiger will shot him 3 times. so its useless.
maybe balance it a bit? not only germans were using anti infantry granade lunchers in tanks (most of tanks had it).
