I think PE was given these easier ways to heal their soldiers because they don't have the "wounded collecting" feature so to compensate for no "free" squads, they got more ways to heal the living dudes. This was still not too good compensation back in time when 6 collected soldie...

There is a difference between "needs" (from game-play perspective) and "realistically should have".
