You're talking only from the perspective of TDs with strong guns where the penetration drop over distance doesn't matter (Jagdpanther, Nashorn, JPIV L70...) because their guns penetrate Allied tanks 90% of the time anyway. Hmmm...it is not like we set it that way on purpose, we set nothing for Goliaths that other units don't have so I have no idea why it acts like this. My guess would be that the green XP numbers show both the XP you get towards your CP unlocks and also the XP that units receive towards their Veteranc...

It is not a bug. Some vehicles in T2 building were set to be available without T2 upgrade. The Flakpanzer 38 is basically a worse version of the halftrack with flak 38 in Defense doctrine which is also available without the T2 upgrade. As kwok said - no specific reason why AB doesn't have it. You're right, the AI doesn't know how to call in the trucks but it is because it is now done through an ability and not through "building a unit" anymore. Teaching AI to use an ability correctly is a bit tricky but we'll try to solve it.

Yes, there is a timer problem with the Armor HQ truck. It actually gets spawned but after about 70 seconds after the "call in timer" reaches zero.

It will be fixed on the next update.

I agree that the combination of 37mm gun and 50cal (and how soon it was possoble to get this combination) was the issue.
