Depending on the unit that does the over repair and what unit is being repaired, it increases approx 150-200 hp. This means effectively being able to take 1 extra shot from nearly any source. Have you tried verifying the game cache? Make sure neither of you have messed up files.
Have you tried playing other games together or even vanilla coh ? Can you join other people’s coh games?

Try lowering popcap to 150 and no bk fun mode. Those push the game, your computer, and internet connection to their limits. It sounds exactly like a typical desync problem to me. Best ways to prevent it is to make sure all computers playing the game have a strong processor and good internet connection. The alternative to fixing desyncs is to water down the game to super simplicity but I don’t think that’s what people want.

If mines are faster to place, this would be a strange balancing buff to factions that have mines, each impacted by a different amount based on mine type availability. What counter balancing ideas are there to prevent potentially OP mines? (Example mines costing more)

you didn’t want to make the doc defensive overall but you are effectively buffing a defensive aspect and nerfing an offensive factor. Ambushes are naturally defensive based tactics. from my experience, not many people use AT mines including the ones made available universally for US faction. What would you say would make the doctrine based mine different from the base available mine?

Yes, you upload replays to forum then you put info into sheet so that I can calculate. You can play whenever you want, not tournament. It’s like ranked games
