I would say any version still under development of Xalibur was a lot more PvE oriented, or at least "Compstomp as Axis" oriented. In those versions a lot of Axis units were made stronger, or perhaps "realistic" while many units on the side of Allies did not get this "realis...

omg. Really? A Panther just has to kill two shermans to be worthy its cost. How much that Panther killed in front of enemie base after being disabled? Several inf squads and other stuff. If you want to kill a normal heavy tank with "normal means" like AT guns you need god damn many of them...

That was the problem of super heavy single units (let it be tanks or ships). One Engine failure, accident, traitor, sabotage, arty shell, track damage etc etc etc and the whole tank/ship had to retreat which means you had nothing else left at the front although having not even lost a tank. Leave the immobilization. Back then arty used to have a much higher chance to immobilize tanks but that chance got lowered already. Tracks are simply a highly vulnerable part of tanks. If it wasnt possible to pen the tank right away then crews tended to aim for the tracks. Such secondary damages had...

What's the numbers of it penetration then? Any stream I watches or either playing my own games against those vehicles without APCR rounds loaded, showing bad performance against them, with a bigger AT gun being also bad at speed. That ideas had been arround already but the problem is the crew. Like when you have the thrid men staying outside of that cover (the big AT guns have 3 men running just arround) you cant hide it at all iirc.

Perhaps devs can answer your question better but thats the problem as far as i know.
