The reason why the stuka is available so late is because it is a click to kill ability which is meant to be used tactically, not as a predominate method. Yup, that confused me the first time when I saw it, as well.. it's a valid observation. However, i think it's nothing more than edited picture, and not actual saved settings. His point is.. those options can be tweaked as much as you like if available, based on your PC capabilities.
