With last details you gave, I also agree it is more a steam coh issue than a bk one.
Also maps like Trainz are not know to have serious pathfinding issue to explain lag.

What OS Do you use for for laptop ?

It is fairly possible to have a biased but balanced game. BK have improved a lot for balance, but still have in its genetic the trait ; all that is german is better. For what I know a large part of skirmisher community dont look for improved AI (but claim the inverse of course) Most would more likely play the 4.6.xx with op axis, + remove all cap to become even more OP (+ new units, including useless one, and actual bk improvements). Alternative ; Remove At mine (position tree 23) Send it in a truck as upgrade (unsual for brits I admit).
Move Engineer upgrade from 32-33 to 33-23.
Use 32 as an additional slot to complete Churchill line and redistribute point including the missing 1 form AT mine.
