That sounds a bit like this old 'getting up with other players' problem, only had it sometimes in multiplayer so I don't know how it looks in singleplayer. Use the one from a CD. Steam codes are different, you just have the option to enter an original CoH CD key in steam to get it, but not the other way round. The original CD keys should work, at least if they are original and not the ones from steam. (Should be the same?)

Is this always the case or just for games that ran a while? How long did you played until you saved? Does it work if you save and load after just some minutes playtime?

Try running Steam and RelicCOH.exe as admin, maybe there are missing write/read permissions.

If something does not work, always check if vanilla CoH works first. Just start 'Company of Heroes (New Steam Version)' in your steam library. Try to rightclick the target point first so they turn into direction. When it turned there, let it shoot.
This solves it sometimes, but to make it sure, build it on flat ground away from other objects like trees, walls or houses. It looks like it needs open field to fire.
