Constatino is right - even if you have StuPa as your active unit you still cannot build it in the Heavy Factory because both Panthers are now availble and the "A" version now shares slot with StuPa. It's been reported and will be fixed.

"shoot faster" means "cooldown". We used the "shoots faster" phrase because people who don't dable in Corsix would most likely get confused by the term "cooldown". For infantry the automatic weapons don't get higher RoF, only cooldowns are shorter so they fire...

We wanted to do that but it proved to be harder than we thought. I never found where the default presets are defined. I even contacted eliwOOd (he's one of the experienced people when it comes to modding both games) on the CoH2 modding forums and he couldn't help in this matter either.
