I can’t remember who I talked to about this, I’m inclined to agree with you but it was noted that the stupa realistically did cripple tanks to the point of effective destruction. Convince these people and it will be “fixed”.

About the rifle grenades, yeah that should've fallen under considered but not changed. Not changed because it's hard to balance the reliability of something, lots of solutions were proposed but none that were more well supported than the next.
