Imo, flank speed doesn't fit the gameplay. Tank/vehicle speed and acceleration should be balanced carefully to fit their role and weight out other specs like armor, firepower, price. It is simply given by the realistic nature of BK mod. Realistic damage, big ranges. Heavy cover is super effective and so many units can build sandbags/trenches out of thin air. You mentioned +1 in the paragraph about crawling AT. And +1 favors the crawlers not the victim. Moving over bigger distances takes more time, yes, that's why I said Puma and cars.
