I think the biggest impact High Res has on gameplay comes from the starting fuel, which is normally 0 and stays there until you actually cap a fuel point, whereas the 50 fuel on high res are enough to quickly get the tech going (2nd building). All call ins are tied to buildings and upgrades. The axis vehicle and AT gun vet is completely different. As I said - I made lists only for USA and then I stopped so yeah, other factions can have differences.
